This paper discusses the financial impacts of foreign student enrolments within a cost-benefit framework. It considers both direct and indirect costs associated with tertiary institutions, suggests ways of adjusting the cost-benefit approach for analyses at the national level and poses several questions related to financial issues which are critical to the formulation of institutional and national policy.
