✦ Synopsis


The Habilitation Centre's Pilot Programme was a major initiative introduced by the government of New Zealand in 1995. Its main objective was to provide residential programmes that identify and address the causes of individual offending and assist with the reintegration of offenders into the community so they do not reoffend. The evaluation produced mixed results. It was the conclusion of the evaluation that the Habilitation Centre's Pilot Programme was well established, residents were provided with programmes to identify and address their causes of offending, there was adequate community involvement in the delivery of the programmes, and that the objectives of the programme were generally achieved. The evaluation found further that participation was inadequate, marketing of the programme was ineffective, programme completion rates were low, and recidivism was high.
