The influence of chemisorbed nitrogen and oxygen atoms on the subsequent adsorption of NO on Ru(001) at 150 K has been investigated by high resolution electron energy loss spectroscopy. The presence of the NO dissociation products can block adsorption of one of the two states of molecular NO which a
