In this significant new book, Vincent Auger uses the case of the neutron bomb to examine the development of a dynamic theory of foreign policy analysis during the Carter Administration. The neutron bomb episode, Auger argues, provides a unique opportunity for an analysis of the evolution of internal executive branch decision making. Because the author uses interviews and declassified documents from the Carter Presidential Library which were previously unavailable, this book fills an important gap in the scholarship on the Carter Administration's foreign policy.
