β¦ Synopsis
A combined analysis of complex permittivity data from the literature is presented for HZ0 from 10 to 40Β°C. Included are numerous microwave data measured by spot frequency methods and recent far-infrared data determined by dispersive Fourier transform spectroscopy.
The complex dielectric spectrum of water between 5x lo8 and 5 x 10" Hz can be well described by a relaxation process with a discrete relaxation time.

Precise complex permittivity spectra of the hydrogen-bonding liquids water, methanol, ethanol, I-propanol, and 2-propanol have been determined in the frequency range 0.95-89 GHz. It is shown that the dielectric relaxation behaviour of water is governed by two exponentials, whereas three discrete dis
