Many alternatives to end-of-pipe abatement techniques are available, but these are generally unique to particular industrial sectom, and can not be characterised in terms of a 'market'; * There has been a poor record for innovation in environmental markets which is indicative of market failure. The demand side has lacked the legislative impetus for it to exert a 'pull' for environmental innovations, while the supply side has been too fragmented to push new technologies into the marketplace; * This mismatch between the demand side and the supply side needs to be resolved if UK industry is to realise the opportunities emerging in Europe and elsewhere. This applies as much to the process and manufacturing industries, which have to safeguard their environmental record, as it does to firms which supply environmental goods and services; * Barriers to innovation within the environmental field are predominantly the same as for technological innovation generally, but are exacerbated by environmental management issues being outside of the core competencies of firms;
