explicit treatment of the WTO, which will surely be the lead actor in any multilateral framework for regulating multinationals. With the Agreement on Trade Related Investment Measures in GATT 1994, the regulatory powers of developing countries over foreign investors have already been curtailed, and investment is likely to be part of a new round of WTO negotiations. The contributors clearly recognize this, even if their conclusions are not formulated with the WTO in mind. Hopefully Oxfam are considering another volume that addresses these issues, with some concrete proposals, in the context of the WTO. This volume is an excellent building block.
