✦ Synopsis
he responsibilities of the Railroad Commission T of Texas include primary regulatory authority over most facets of the oil and natural gas industry, from well-head to burner tip. Oil and Gas is the commission's largest division. It oversees oil and gas exploration and production to prevent waste of the state's natural resources, protect the environment, and preserve the correlative rights of different interest owners. Gas Services is the commission's second largest division. It is responsible for the safety and economic regulation of natural gas downstream of the well-head, including the gathering, processing, storage, transmission, and distribution of natural gas.
The commission recently has undertaken several initiatives to provide better access to information and better service for the public and industry that it serves. First is an Electronic Information Access project to take advantage of advances in technology to collect and disseminate oil and gas exploration and production (W) data and gas utility information. Electronically filed data can be stored more efficiently and accessed more readily by interested users. Second is a comprehensive review of commission rules governing gas utility activities. The review is intended to streamline the regulatory process and provide consis-tency in established procedures to better reflect changes in the natural gas industry that have occurred over the last few years. Finally, there is an informal complaint process, Karl Nalepa Is dsputv assistant director of ~u h t o f y analy&sandpollcyforthe Rallmad Cmrnis8lon #Texas, In Austln.
