This paper seeks to relate telecommunications development in the developing countries to the needs of their economies and societies. It also examines some of the differences between telecommunications expansion in the developed and developing countries and the different circumstances and problems which have to be faced in the latter. The paper addresses economic, social, financial and administrative problems.
