T he Clinton administration has made several tax proposals affecting corporations in their fiscal year 2000 budget proposals. The first proposal provides a new credit for employer-provided education. The proposal would provide employers with a credit against federal income taxes equal to 10 percent of the expenses incurred to provide literacy and basic education programs to eligible employees. This is intended to encourage employer-provided continuing education for employees who have not mastered reading and other basic skills at a minimum level.
