โฆ Synopsis
report of EXRC's Pipeline Competition Task Force, chaired by Commissioner Terzic, reveals a Commission more sophisticated in analyzing problems of regulating imperfectly competitive markets than the Commission of the 1980s. The report also shows that the Commission seriously engaged in the task of building on successes of the past. The report is constructive and deserves the attention of those concerned with the restructuring effort. . -. constructive and deserves the attention of t h o s e concerned -. . Orders 636 and 636-A were large and bold steps on the journey that the Commission started almost nine years earlier with Orders 380 and 436. Further reforms were needed, and the Commission acted with foresight and imagination to recognize and address industry problems.
Four tasks were pushed high on the Commission's agenda by decisions made in the 636 orders. This task force report addresses these tasks: removing avoidable inefficiencies in the secondary market for pipeline capacity; devising programs to police conflicts of interest; expanding the pipeline network; and creating market centers, especially downstream market centers.
The report has several principal conclusions:
