✦ Synopsis
This paper discusses the relationship between European Union (EU) member states and their overseas territories and dependencies within the context of sustainable development and environmental policy. The discussion points to the confusion surrounding application of environmental policy directives to EU noncontinental shelf regions. In some cases EU policy applies to distant territories as their legal status is such as they form part of their member state. In other cases territories or dependencies do not form part of their EU member state so fall outside the EU direct framework. The paper discusses the dif®culties arising from their small size in relation to the external environment. The conclusion points to the need for EU level proactive strategies and policies aimed at encouraging sustainable development and management of environmental problems.
