At any point in time, the process of acquiring incremental gas supplies and transportation is a process of over-and under-supply. Given the complexities of the regulatory p m s s and competition in today's marketplace, local distribution companies are forced to estimate potential load growth and to aquire and make futurecontractual commitments to meet the forecasted loads. In any given three-or five-year period, market estimates can substantially exceed or fall below a company's ability to acquire the incremental transportation needed to meet the market requirements.
