✦ Synopsis


The challenges for EU development cooperation policy posed by the results of the 1992 Earth Summit are addressed. The EU is now the fifth largest donor agency in the OECD. It committed approximately ECU 5.1 billion to developing countries in 1993, which represents about 15% of the total flow of aid from the EU and its Member States combined. Of this, almost ECU 2 billion were channelled through the Lom6 Convention, mutually agreed between the EU and 70 African, Caribbean and Pacific (ACP) states. The Lomi5 framework is supplemented by bilateral agreements with Asian and Latin American countries, financed from the EU budget, as well as cross-cutting funds for emergency aid, environment, forests, research and development, nongovernmental organizations and democracy. This paper focuses on the Lom6 Convention, the centrepiece of the E U s development programme. It describes the evolution of environmental integration in Lom6 and reviews five key challenges facing EU development co-operation in the run-up to the year 2000.
