The story of December 1989the so-called hundredyear freezeis by now all too familiar. Christmas, the deepestfreezeinyears, andtimeoffforexperiencedpipeline personnel all combined to create near disaster conditions for the gas industry and those depending on it. Many experts opine that a few more days or perhaps a week more of the same would have led to widespread havoc. What did happen and what lessons are there for end users depending on the gas grid? Unfortunately, no one has yet attempted to gather the facts and try to determine what really happened last December. The FERC is about to launch a questionnaire to the interstate pipelines designed to determine how much firm service was curtailed by them. But thus far no one appears to be investigating the total picture, including interruption of intermptible transportation. Of course, one might ask why investigate disruption of interruptible service, since, by definition, interruptible service is supposed to be interrupted during cold weather. The answer lies in the nature of interruptible transportation in this era of open access and in certain disturbing anecdotal evidence regarding the actions of at least some pipelines last December.
