The U K National Council for Vocational Qualifications is implementing training based on employment-led standards of competence. Information technology is a cross-sector activity, and a special "lead body" has been set up to derive competencies appropriate to this fidd. This body has developed a methodology for deriving competencies based on a combination of top-down and b o t t o m -u p approaches. This methodology is described and illustrated in the case of graphics designer end-users.
