Setting

The paper by Castleman and Ziem, "Corporate Influence on Threshold Limit Values" [1988], deals with some aspects of the standard setting process that are relative to the USA; it would be impertinent for a foreigner to comment on these. However, there are certain general features of the process we wish to consider.

Standards for exposure will be set in different ways, depending on the bureaucracy and governmental organisation of particular countries. Some of these considerations were reviewed some years ago in connection with vinyl chloride Duncan, 1979; Levinson 19791. Certain common factors and clear principles underlie these administrative differences:
