Various theories (I-7) on scattering of electromagnetic waves from rough surfaces have been developed in recent years dealing mostly with the polarized scattered signal. A recent theory (8) bva8 developed for both the polarized and depolarized return signals along the ~~rc~o~-~u~gens approach. This
