As stated earlier in the Introduction, a waveguide with a taper or a flare is expected to sustain local modes for which the z-component of the propagation constant  depends on the variable z. The question remains whether such a waveguide can sustain global modes also, that is, modes whose -values are independent of z.
We obtain an affirmative answer from the rather surprising result that even global modes, although rare, are possible, and they are attenuated in our case because of the flare.
