We have probed by tunnel spectroscopy a quantum system consisting of two superconducting islands strongly coupled by an ultrasmall Josephson junction. The Josephson junction allows Cooper pair delocalization between the two islands and gate voltages control the state of the system. Tunnel spectrosco
