e are now seven months into the dia-W logue over the Federal Energy Regulatory Commission's dramatic proposals regarding natural-gas regulation . The comment deadline has been extended to allow the industry to talk extensively among its various sectors at the very highest levels. This is certainly an indication that everyone is taking the proposals very seriously. It is hoped that the discussions will result in a manner of regulation that more or less works for everyone.

Thus far, however, the commission is frustrated-it put out 300 pages of comprehensive proposals and questions dealing with every aspect of the workings of the industry, but all anyone will talk about is the deregulation of short-term markets and the daily auction. The frustration is understandable.

--. benefit everyone, including the commission, if some early, simple resolution of these issues could be found.. .
