U .S. business is caught up in two long- term developments: reconstruction and reform. Reconstruction has been going on for over 30 years and has yet to reach an end point, but the end may be closer than many businesses, corporate planners, and academicians are prepared to consider. Reform, on the other hand, is just beginning to move into a vigorous and expansive phase driven by the recession, the widespread economic collapse in information technology, and most importantly by the scandals exemplified by, but by no means limited to, Enron, WorldCom, Arthur Andersen, and K-Mart. Against this backdrop, it may be difficult to see the new opportunities that have been presented by these developments. This article briefly describes some of the activities that have restructured contemporary business, the corporate operations and behaviors that are being reformed, and seven opportunities that will become critical areas of focus for HR.
