โฆ Synopsis
In this paper the service availability predictions of three proposed 1st generation mobile satellite systems (MSS) are presented in a range of operational environments between 03 and 703 latitude. The most important factor in determining the performance of an MSS is the probability of signal shadowing which depends both on the user environment and on the constellation. In order to reduce the probability of being shadowed and to enhance the quality of service two of the considered constellations exploit satellite diversity.

Current frequency allocations for non-geostationary mobile-satellites (NGSO-MSS) are all below 1 GHz, a very crowded portion of the radio frequency spectrum. To the extent that feeder links to satellites in that service can use frequencies in bands above 1 GHz, the demand for additional spectrum bel
