There is a host of literature focusing on modeling product reliability during the development phase under the title reliability growth modeling. However, these models are seldom used to address the issue of when to terminate the development process. This is important to decision makers as it is directly related to budgeting for the development process, program monitoring, and predicting when the product will be ready for field use. Herein, we address these issues by developing a Bayesian decision theoretic framework for analyzing the problem of when to terminate testing for 'single shot' or 'single mission' systems and derive an optimal stopping rule.
