Instruct supervisors on how to legally monitor union campaign materials placed on bulletin boards. Ask supervisors to pass on to the campaign manager all union literature discovered by them. Convey to supervisors that they are an integral part of the employer's campaign and highly involved in the outcome. Give supervisors advance copies of all company campaign materials; show supervisors any other campaign communications (such as videos) before employees see them. Require supervisors to pass on t o the company campaign manager any indicators they receive of employee discontent. Instruct supervisors how to respond to a question from an employee on how to withdraw his or her signed union authorization card. Instruct supervisors not to suggest or advocate to employees that they withdraw authorization cards. Conduct frequent polls of supervisors concerning their perceptions of employee sentiment. Explain the significance of union card-signing activities. Review information on how to properly enforce all nosolicitatiodno-distributiodno-access rules. Warn supervisors not to be provoked into arguments by pro-union enthusiasts or to waste time arguing with hard-core union supporters. Advise supervisors to concentrate on the undecided voters. Warn supervisors not to "confiscate" union literature left in nonwork areas during the work day. Explain what "interrogation" is and the importance of avoiding it. Advise supervisors to estimate each undecidedvoter's attitude (but avoid interrogation) and to tailor their approach to the concerns of the individual. Provide supervisors with sample discussions on major campaign issues as guidelines for their discussions with employees.
