With end-to-end encryption the lawful interception capability may in effect be entirely circumvented. This is the problem which brings law enforcement into conflict with end-to-end encryption services.

Lawful interception is new to the world of international standards.

Hitherto it has been handled on a national basis, and still it is national policy that prevails, This is leading to complication and delay in producing standards. As with encryption, a set of common European requirements is needed if the work is to really succeed.
