Nuclear structure effects observed in the sub-Coulomb fusion of heavy-ions demand a careful investigation of the reaction cross section and optical potentials near the Coulomb barrier. The elastic scattering for the 16 O + 46,50 Ti systems was investigated in the bombarding energy range 30 E lab 70
