Scarcity, Market Power, and Price Caps in Wholesale Electric Power Markets

Measures to limit the market power that can occur during hours of tight supply may be warranted, but designing them requires distinguishing market power from scarcity and other causal factors. The difficulty of making such distinctions, and concerns over the potential negative consequences of market intervention, have led independent system operators and FERC to adopt a cautious approach.

## Abstract This paper develops a nonlinear, mathematical programming model for estimating production decisions in an open access, regional power market. Our approach allows one to estimate competitive power market equilibrium prices, which in turn offers empirical conclusions about marginal genera

The demand for organic fresh fruits and vegetable continues to grow at a rate far higher than the rest of the produce industry. The cost of meeting organic certification standards, however, has meant that supply has been slow to adjust. With limited supply, the authors hypothesize that organic suppl
