The Road Research Group on "Prevention of Accidents to Users of Two-Wheeled Vehicles" was created to provide a review of the safety problem of two-wheelers and to study available remedial measures. The report summarizes the legal aspects in member countries regarding vehicle design and equipment, age limits and other user characteristics and traffic rules. It also presents an international review of accident statistics including a discussion of the risk associated with the use of two-wheelers. The various factors contributing to accidents are analyzed, and research on crash factors and rider protection is examined. A comprehensive evaluation of accident countermeasures is presented in the areas of instruction and licensing, safety campaigns and enforcement, design of equipment for two-wheelers and other vehicles, and town planning and traffic engineering facilities. The report ends with a recommendation of countermeasures on the basis of recent studies, a list of research subjects, and a bibliography of 170 items.
