โœฆ Synopsis


The UK Health and Safety Executive (HSE) has recently published definitive guidance on the use of quantified risk assessment in decision making. This paper reviews that guidance with respect to major chemical industrial hazards (with particular reference to large scale cryogenic systems and plant) in the context of UK and European controls over such hazards and risks. The application of relevant hazard and risk assessment techniques is discussed and illustrated, with an exemplar study involving cryogenic storage of liquefied toxic gas. The example also discusses the implications for land use planning control of certain changes in plant and procedures to illustrate HSE's use of tolerability criteria in the context of such siting controls.
