Legislation and Regulation Affect the Historic Natural Gas Distributor
Change in the regulated industries has been prompted by today's political and regulatory realities. The political reality is the new interest of state legislatures in the utility industry. Legislation has been recently introduced in many states aimed at lowering prices to consumers by introducing elements of competition. The regulatory reality is that public service commissions have also initiated their own proceedings to investigate alternatives to the status quo -by promoting the "unbundled" sale of natural gas commodities. This has lead to an initial management response of establishing affiliated sales and marketing organizations to compete for gas commodity sales. Call this initial "restructuring" a direct result of regulatory changes.
