which provides a nice overview of RTECS. Many scientists have used this very helpful database when it was available through the National Library of Medicine's Grateful Med series of databases. We were able to use RTECS via our office computer, paying only for access time. When Grateful Med became no longer available by subscription through NTIS, RTECS also became unavailable to us.
While your article suggests health professionals should utilize RTECS, it does not appear to be readily accessible. I could access it through the Micromedex TOMES database at a single subscriber cost of $3100 per year. Most scientists cannot afford this very substantial annual fee. I believe RTECS is also available through other sources (commercial databases) that also charge these large user fees.
