limate change is frequently in the news and is becoming more prominent in the political agenda. Here in the UK the Prime Minister has made it one of his two priorities for this year's presidencies of the G8 and the European Union. It was also a key theme of the Energy White Paper, which identified energy efficiency and renewables as the key solutions. The Policies to support these aspirations, however, are weak and patchy. Despite a series of energy efficiency initiatives, our power consumption continues to increase at the previous rate. We have active support Policies only for renewable electricity; yet this accounts for only about a third of our carbon-dioxide emissions. The other twothirds come from transport and heat but there are no significant initiatives to improve the penetration of renewables in these sectors.
