## Abstract Nearly half of all Swedish local authorities use environmental management systems (EMSs) in their environmental work. This was shown in the postal survey that is the basis for this paper. The survey was conducted in September 2000 among all 289 local authorities in Sweden, generating an

β¦ Synopsis
Wireless local loop (WLL) is projected to experience phenomenal growth over the next few years. New applications such as enhanced codecs and modems are also being developed at a fast rate. The nature of WLL is such that terminals are not mobile and once installed the subscriber expects trouble-free operation without any service requirements. Two major challenges facing WLL operators consist of upgrading WLL terminals that are already deployed at the customer site with new functionality, and the ability to monitor terminal service parameters without physical access to the WLL terminal. This paper describes WLL network mechanisms that allow transparent upgrades of terminals and monitoring of terminal service parameters.
