If storage were available to buyers and sellers of natural gas other than pipelines and local distribution companies, it could be a tremendously valuable asset to them. During peak periods, they could provide their customers with gas purchased and transported to market during a period of lower demand. They could avoid balancing pmalties by making up short-term imbalances from storage. And they could use storage to reduce the impact of future increases in the price of gas.
Currently however, only interstate pipelines and local distribution companies-the owners of storage facilities-have access to this valuable service.
