✦ Synopsis
Higher educational reforms undertaken in the Federal Republic between 1965 and 1979 bear witness to a growing proclivity among German citizens to engage in "politicized legalism". Three verdicts issued by the Bundesverfassungsgericht demonstrate the extent of juridical influence on the promulgation of a Federal Framework Law for Higher Education during the three reform phases of expansion, standardization and rationalization. Judicial activism in the field of university reform is seen to impair seriously the ability of state legislatures and aeademic institutions to engage in future experimentation and innovation in response to changing socio-economic conditions.
