In a city where catchy new buzzwords wash constantly from one side of the Beltway to the other, the phrase comparability of service made hardly a ripple when it was dropped into the sea of paper at the Federal Energy Regulatory Commission (FERC) late in 1988. Indeed, propnents of comparability of service have used a number of different formulations, calling at various times for "substantial" comparability, "full" comparability, "Competitive adequacy," "parity," or "equivalent service." In the space of a few short months, however, comparability of service by any of these names has assumed a key role in the commission's lexicon.
