✦ Synopsis

This paper discusses the rate control method for the transfer of MPEG-coded data on the ATM network. The proposed method solves the problem in the MPEG-2 Test Model 5. By allocating the bandwidth dynamically while continuing the connection, a high-quality video transfer is realized, satisfying the quality required by the user. It is shown, as a result of the evaluation by simulation, that a high-quality video transfer is realized while suppressing the necessary buffer size and the bandwidth.
