Many Business Process Engineering (BPE) methods focus on information flows, function identification and process decomposition. Although these concepts are important, the authors have found that the consistent assignment of performance measures, policies, and regulations are of equal importance. Inconsistent performance measures and policy formulation and review result in significant implementation problems in a BPE effort. This paper identifies Process Coupling as the result of inconsistent performance measures, policies, and regulations; and with the help of a case study, demonstrates how the resulting implementation problems may be alleviated.
