Recent Publications past practices, necessitating prior radical changes in community attitudes. Prevention of proven unsafe practices, rather than punishment for breaching regulations, is seen as necessary in order to improve the credibility of, and to make more effective, official attempts to reduce the road toll. Drink-driving, failure to wear helmet or belt, driving too fast for conditions on urban streets, and creating roadside hazards (poles and trees) are in this category. Speed and parking controls are other regulations necessitating review in the interests of road traffic safety.
