Methodological principles are presented for evaluating and optimizing complex decisions at the early stages of systems design. Many parameters of an object to be designed do not lend themselves to direct quantitative measurement and are often calculated and evaluated on the basis of each designer's experience and intuition. 'Know-how' type information is used in this method to forecast attainable values of system characteristics.
