was until August 1987, manager of the Chemical Laboratories at the General Electric Research and Development Center in Schenectady, N.Y., where he directed the work of 220 scientists and engineers engaged in exploratory chemistry, process chemistry, chemical engineering, polymer physics and engineering, electrochemistry, biotechnology, and electronic materials. A major part of the research focused on engineering plastics, one of the fastest growing segments of the plastics industry.

In 1964, GE announced Dr. Hay's invention of ''polymerization by oxidative coupling,'' a basically new chemical technique for synthesizing polymers, discovered in 1956. This active research area has to date resulted in several hundred papers and patents covering various aspects of the polymerization and the properties of polymers (polyphenylene oxides, polyacetylenes, polyazo compounds, etc.) made by oxidative polymerization. In the commercial arena, his process led to the development of GE's PPO and Noryl thermoplastic resins, one of the five major engineering plastics manufactured today with sales worldwide approaching $1 billion per year.
