AÑO 1999. La repentina e inesperada muerte del presidente de Rusia sume en el caos a la Federación Rusa. Las desastrosas cosechas dejan a millones de ciudadanos expuestos a una devastadora hambruna y los disturbios parecen inevitables. Ante la gravedad de la situación, uno de los líderes provisionales rusos pide ayuda al presidente de los Estados Unidos. Pero esta petición coincide con un ataque mortal perpetrado por un grupo terrorista que conmueve a Estados Unidos, y cuyos indicios apuntan acusadoramente hacia el Parlamento ruso. En plena agitación en Rusia, el empresario norteamericano Roger Gordian decide tomar medidas para salvar su multinacional y a sus empleados. Dispuesto a descubrir a los responsables del ataque, ordena la intervención de su grupo de control de crisis.
