This is the famous Plowden Report from which Silberman (1970) borrowed so extensively in his call for a recasting of primary education in the U.S.

The report comments in depth on many topics: the growth and development of children, parent participation, priority areas in education, health and social services, school buildings and equipment, research, and the government of primary education. However, the bulk of the report (15 of the 32 chapters) deals with the primary school: aims, stages, size of such schools, curriculum, etc.
