Why does the field of adult education need another book about planning educational programs for adults?" An excellent question. Answering it, the authors acknowledge an abundance of theory, including books on specific aspects of planning, such as needs assessment, program evaluation, instructional design, administration, and management. Most practitioners, the authors assert, consider those books about planning to go only part way toward capturing what it means to act responsibly in the world. They suggest that those books treat planning ". ..as if the world in which practitioners apply their knowledge and skills were devoid of disagreeable people, nasty politics, and concern about the economic bottom line."

Both authors are qualified. The first, Ronald M. Cervero, Professor of Adult Education at the University of Georgia, served as co-editor for Adult Education Quarterly (AEQ) from 1988 to 1993. AEQ is the journal of research and theory for the American Association of Adult and Continuing Education (AAACE). His book, Effective Continuing Education for Professionals ( 1988) received the Cyril 0. Houle Award for literature in adult education from the AAACE and the 1990 Frandson Award for literature in the field of adult education from the National University Continuing Education Association.
