We have shown that in the case when the quasiparticle conductance G of an ultrasma11 Josephson tunnel junction and ohmic conductance G of its ohmic enviroment ar~both present, the Bloch oscillations (in contrast to the SET osci~lations which are accompanying them in the junctions with weak Josephson coupling) can be perfectly phase locked only in weakly shunted Junctions, GS<G T .
