In contrast to the U.S., some European countries have undertaken detailed performance-based regulation (PBR) for electric utilities over the past decade or soรlong enough to provide convincing evidence that substantial efยฎciency gains are possible. But the evidence also suggests that the application of price caps needs to be integrated with other incentive mechanisms, such as robust benchmarking techniques and yardstick competition.
