Altman discusses the behavioral dynamics involved in accidents by indicating techniques holding promise for improving the measurement of industrial safety performance. Blumenthal attempts to increase the usefulness of safety statistics by tying them directly to the management decisions that are needed to prevent or reduce injuries. Chapanis presents a measurement approach that human factor engineers use in tackling error-provocative situations. In a cogent essay Churchman discusses suggestive, predictive, decisive and systemic measurement. Safety engineering performance measurement is written by Grimaldi, while Jacob writes on effective measurement systems. Two approaches to a non-accident measure for continuous assessment of safety performance without waiting for accidents to occur claims to have some advantages. This paper is contributed by Rockwell and Bhise. Lastly, Schroder writes on safety performance measurement: measuring safety attitudes. All these papers are very well written.

The third part of the book, consisting of five chapters, contains specific measurement methodologies. For instance a chapter on major issues and identified problem areas presented in list form provides food for further research. A chapter each devoted to the application of inferential statistics in safety appraisal and behavior sampling serves the needs of readers who would like to refresh their statistics. Finally, Tarrants has included a chapter on the "Critical Incident Technique" as a method for identifying potential accident causes, Tarrants is to be congratulated for putting together a splendid book which is authoritative, enduring, vital and timely. It is well planned and integrated. As a comprehensive reference-text it will serve not only the safety professional but also the engineer, planner or scientist involved in accident studies. Traffic engineers involved with accident and safety will find a large spectrum of useful material relevant to their field.
