Having set out his stall so clearly, it is pity that the author could not find the space to expand on his short section entitled 'alternatives to war'. Klare calls for the development of 'robust international institutions' to help monitor and arbitrate over future resource squabbles but his normative vision is depressingly short of details. Does he envisage a World Environmental Organization, which might complement (or perhaps contest) the work of the World Trade Organization? He does not say and that is a pity because he has tackled an extremely pressing area of world politics. I hope he will address the normative agenda more fully in his next book because we (and this is an ambiguous category) do need to address these kinds of issues if for no reason other than the victims of resource competition (usually the poor, women and children) do not live in the comfortable and resource-intensive environments of northern industrial states.
