Kinetic equations are derived which describe the effect of thermal fluctuations upon tracer oxides on the surface of diffusion specimens. The rate of metal oxide reduction by such fluctuations is shown to be consistent with observations on the near-surface effect (NSE) of diffusion. In particular, the theory is shown to explain the NSE for diffusion of Wo in Ag, 'rGa in Ga, and 06Zn in Cu; furthermore, experimental confirmation is found for the diffusion of **W in Au.
